This incarnation of Elspeth has dominated a lot of formats, either as a midrange threat or control win condition, and its easily capable of winning a game all by itself

If I were to build a deck out of any of the cards in the set this would be it, no questions asked

It slows down or accelerates the enemy

And dont forget: Its still +3/+3 and evasion on any other creature you slap it on, letting you squeeze that last bit of damage by in the late-game when you have enough mana to equip it to your non-commander creatures

Its especially powerful with cards that have an additional downside to cast, like discarding a card or losing life
