First, Nest Ball is not that amazing: its worse than Quick Ball in most decks, and many decks have specific cards that work better for them (like Fog Crystal or Level Ball)

My guess is that Ra has been getting some support in booster packs and they just dont want to reprint many of those cards yet for some reason
