Its flexible, but this red instant still hits your own board, so it rewards decks whose creatures naturally survive (big toughness), or decks that dont care about their creatures living

This deck really leans into that particular card by letting you load up on cards that benefit you from being banished before slapping down a Be Prepared: cards like the Merlins that grant added resources when banished
